Vendors at the Harbor Road fish market reported that the vessels had been visible since dawn and that at least one had been "pointing at us," though it was later clarified the ship was merely at anchor.

The exercises come three weeks after the Department of Defense requested that the word "allegedly" be appended to all public statements regarding geological events on the island, a directive that a spokesperson confirmed does not extend to naval matters. The United States, which operates the largest offshore military base in the country in Gnu Harbor, has not commented on the presence of a foreign navy at a distance from that base that one analyst described as "walking distance, if you were a strong swimmer."
